GENERAL PROGRAM STATEMENT ON WASTE MANAGEMENT
INTRODUCTION
Waste management policies are set forth in this ES&H Manual and other documents cited herein that regulate disposal of all wastes. In addition to the management of generated wastes, intergrating Enviromental Management Systems along with waste minimization and pollution prevention constitute an important part of the Laboratory's overall environmental protection commitment, and our program for accomplishing this is also included in this series. These policies are implemented in response to local, state and federal laws, regulations, and Executive Orders. Much of the policies and procedures which are included as Fermilab policies are derived directly from the regulatory authorities. However, it is also in the best long-term interest of Fermilab to implement a waste management program of high quality. The details of this policy are stated in the chapters of the 8020 series.
RESPONSIBILITIES
Divisions and Sections are responsible for generating and managing their waste prior to pick-up by the ES&H Section in accordance with laws, regulations, and the policies set forth in this ES&H Manual, including ensuring that all personnel that generate waste are properly trained. All divisions and sections are responsible for implementing the Laboratory's waste minimization program set forth in Chapter 8022.
Facilities Engineering Services Section is responsible for the maintenance of sanitary sewerage on the site, and management of non-regulated trash disposal (dumpster contract).
Business Services Section is responsible for management of the scrap metal recycling program, and for compliance with DOE affirmative procurement policies.
Fermilab Custodial Services Subcontractor coordinates the day to day operation of the Paper Recycling Program.
